The reality is that HR can and should be run on the same type of measurable inputs as other areas of the business. It is already started running that way in many matured organisations. 

What it requires to achieve above level in an organisation. One, you require a Management or Board which values Human Resources and appreciate them. Second, you require Competent Leader in HR who can influence people to get the job done. If Human Resources are good, business is good.
